What is a Forex Broker?

Foreign exchange (forex) trading is an attempt to make money from the relative movements of different world currencies. For instance, today one US dollar (USD) may purchase 0.7095 Euro dollars (Euros). Tomorrow, one USD is likely to buy a different amount of Euros. The change will likely be very small, but over the period of a week, the change may be significant. A week later, for example, one USD may buy 0.6995 Euros.

In the example above, if you had spent 1,000 USD to purchase 709.50 Euros, a week later you could have sold your Euros for 1,014 USD, making a nice profit of 1.4% in just one week. Most forex brokers will allow you to use leverage to increase this amount considerably. However, leverage magnifies both your gains and your losses.

A Timeless Simple Way to Make Huge Gains

Here we will show a simple method you can base your currency trading system on which will always work, is simple to understand and can make huge gains. Let's take a look at it in more detail...
The method we are going to look at is simply buying or selling new highs or lows on a currency chart.

If you take a look at any currency chart, you will see that all big trends start and continue from breakouts to new highs and lows and they last a long time, many last several weeks, months or even years.
Most traders hate breakout trading, because they are obsessed with buy lows or selling highs (even though that's impossible) and they think when a break comes, they have missed the move. They then want to enter on a pullback but the trends don't pull back and they miss the opportunity.

Its not about pinpoint market timing it's about the odds of the trade.Valid breakouts make huge profits so don't think about the little bit you missed, think of the huge amount that could be coming!
Breakout trading works and you can put a simple, robust, trading system together quickly. Let's look at how to do it.

Step 1 - Use Bar Charts
Just simple charts and look for areas of support or resistance that have been tested a few times and are considered important by the market. The minim number of tests is 2 but the more the better and generally, if there in time frames wide apart that's better too.
The really good breakouts only come around a few times a month so be patient, you want the big high odds trades.

Step 2 - Confirm the Break
Not all breakouts continue of course so you need to filter them and for this you need some momentum indicators to confirm that price momentum is accelerating. Two good ones to use are the stochastic and RSI. These indicators give confirmation of whether momentum supports the break or not.

There are other momentum indicators but the above two are a good place to start. Don't use too many one or two is enough.

Step 3 - Stops and money Management
Stops are easy behind the breakout point. The real key to making money is trailing the stop, don't move it too quickly! If you are trading big breakouts, you need to give the market room to breathe and accept dips in open equity. A moving average near a key trend line, is a good way of doing it. We like the 40 day MA, then look for strong level around this average.
Keep in mind you will always give bit back at the end of a trend but the big trends can last many weeks or months and if you get just 70% of these trends, you will make a lot of money.

Many forex systems are sold online as mechanical automated trading systems, or in Metatrader language called Expert Advisors. Expert advisors are programmed mechanical forex systems designed to work on certain trading platforms, called Metatrader platforms. How to Trade Successfully in The Forex Market

This article is about money management and trading psychology. This is the lesson that you never get with 99% of other Forex systems that you have come across.

I find it interesting that most of the systems out there don’t include this because if they actually were successful traders, they would know that this was the key to success and to leave it out makes an incomplete system that won’t work!! This tells me that the people that wrote them or are selling them aren’t traders at all. They are just in the business of selling HOPE!

Well, if you haven’t noticed yet, I am a trader, and I am different than the others. Don’t get me wrong, there are honest trainers out there, I learned from one and I am eternally grateful to him.

So let’s get on with this. First of all, this is my own interpretation of several sources, and the practices that have worked for me. Please read EVERYTHING you can find on trading psychology, and money management. There are a lot of slightly different views but overall, they are very similar and the main important points are all pretty much the same.

There are two main issues that cause 99% of the problems. Can you guess what they are?
If you answered FEAR and GREED, you are correct. These two emotions are probably responsible for 99% of the worlds problems as well but that is beyond the scope of this course À .

So, now that we know what the big obstacles are, let’s try and figure out how to overcome them. In the course of my lessons, I have listed a few but I will put them all together here in one place so that it is easier to follow, and perhaps make it easier for you to develop your own system to help you trade better.

We can’t eliminate fear and greed. They will still be there in your heart and mind, but we can make some rules so that they don’t interfere with your trading success. We can come up with systems and procedures to follow, since we KNOW ahead of time that fear and greed are major problems. I’m sure you have heard the statistic that 95% of all speculative leveraged traders FAIL. This is absolutely true. Here is another statistic that I
believe…100% of traders that don’t know how to overcome fear and greed will FAIL. So does that mean that if I can teach you how to overcome these problems that your chance of success is 100%? Of course not. But I can tell you that you cannot be successful if you don’t protect yourself from yourself.

In lessons 1-3 I have outlined a trading system. The first thing you must do, whether you follow my system, another system, or your own system is to follow the rules of the system WITHOUT FAIL. If your system calls for a certain entry point, do not enter until there is a signal to enter.

Systems are designed for a reason. That is why it is called a system. What do we learn from this? Patience. Perhaps the stupidest thing you can do is enter a trade on a hunch.
This brings us to our first FACT:

The odds are in your favor before you enter a trade. This is true for most trading systems. Void of fear and greed, if you follow each system exactly, you will profit. Some systems may offer better profits than others, but overall you should be able to profit with any system, IF you have no fear and no greed.

This brings us to THE BIG SECRET. Other than omitting trading psychology, other systems also don’t tell you that you are playing a game of odds. Let’s say for example that we are playing “coin toss.” Theoretically, for 100 flips of the coin, 50 will come up heads, and 50 will come up tails. Of course, the first 100 may be 55/45, but the more you play, the closer to 50/50 the numbers will get. Our system for “coin toss” is as follows: We play for 20 hours, and flip the coin exactly 5 times each hour, and for every heads that comes up, we get paid $2, and for every tails that comes up we pay $1. This should be a profitable system. After our game we see that heads came up 50 times and tails came up 50 times. (Stay with me here). So at the end of 100 tosses, we have paid $50 and received $100. A profit of $50.

So let’s say that during our second game of coin toss, we decide that we are going to let the flipper(hint: the market is the flipper) keep flipping the coin for an hour while we take lunch but we are not going to pay or be paid for those flips. During our lunch hour, heads comes up 5 times in a row (which is theoretically possible, and not that unlikely). And now we are back from lunch, and we are down $10 for the hour. Now, theoretically the odds of 5 tails in a row coming up after 5 heads in a row are pretty good because for every ten tosses, you should have about 5 heads and five tails. So now we get 5 tails in a row and now we are down another $5, for a total of $15. So not counting the 5 tosses during lunch, this leaves 90 tosses that we still have to account for and let’s say that they were 45 heads and 45 tails. Our profit for these tosses is $45 (45x2 minus 45x1), now if we take away the $15 for the tosses we didn’t take, and that string of losers, we are left with a profit if $30. So lunch and 5 lousy spins cost us 40% of our profits.

Hello newbie traders! I am also a young forex trader but have my own forex strategy. It is not strategy of a forex professional, but the strategy that I use to get money from FX every month. Each of us wants know the best way to be a successful forex trader. I think the best way is to study yourself and get experience. There are many web sites with free articles, different seminars, forums which can help you develop your own system.

Read, read and read. In this instance my bible is “Technical Analysis of the Financial markets by John J. Murphy”. Own system … it is GREAT ! But in reality your own system is a period of hard work within a year or more. I also work under it, but all interesting is always here – CURRENTLY, not in the future! That’s why I prefer make money when I create my own system. When I started at forex I had been trading demo account for 3 months. This period of my work is a period when we accumulate trading information - buying books, going to seminars and researching. I graduated I-Trade FX. But before doing that, I would like to be able to learn everything I can from free sources like this great forum – MoneyTec.

I have been browsing this forum for the 2-3 months) and just taking great knowledge and experience from forex traders! Most of my favorite forex links I see at the simple forex directory AllForForex. In theory the market is not in fact open 24 hours a day and each trading center will have its own set operating hours. Trading for example starts in Sydney and is followed by trading in Tokyo, London and New York. Because of global time differences however you will find that there is a trading center somewhere in the world which is open at any time of the day or night, seven days a week, and since traders have access to all of these trading centers you can effectively trade around the clock.

As an example, the time is just coming up to eleven o'clock on a Friday morning in Thailand as I write this article, so where can I trade at the moment. Well, the markets in Europe and North America are currently closed, but I could trade if I wished to do so through Sydney or Tokyo. However, if I decide to spend the afternoon on the beach (which is entirely possible) and then to trade later in the day then the markets here in the Far East would be closed but I could trade first through London or Paris and later through New York.

Now this is all very well but the question is not really when can you trade, but when is the best time to trade?

Trading volume is high through the day simply because of the sheer size of the market but this volume will peak whenever the trading hours of two or more of the three main trading areas overlap. This in fact happens at two time periods between 2 am EST and 4 am EST when the Australasian and European markets are operating at the same time and between 8 am EST and 12 pm EST when the European markets and North American markets are both open at the same time.

So, unless your trading strategy involves specific currency pairs being traded in particular markets, the times above are those times when you will see the greatest number of possible trades and thus the times which many traders find to be the most profitable.

The currency markets reaction to the Federal Reserve’s recent interest rate cuts has ignited a rally in gold, as investors weigh the benefits of owning the yellow metal versus U.S. Treasuries and the dollar.

As a result, gold has started to shine again as a stable source of value at a time when the dollar and other commodities – like oil and copper – have fallen hard. The spot price of gold has climbed above $870 an ounce on the New York Mercantile Exchange, up about 20% from its October lows.

Gold has been on roller coaster ride in 2008, moving from its all time high of $1035 in March, to as low as $681 an ounce. Some of that decline occurred during the recent stock market plunge. Many investors were forced to liquidate profitable gold positions in order to raise money to cover their paper losses.

Its decline was then accelerated by the recent onslaught of financial bailouts, as many investors held a preference for liquidity and safety in the form of cash holdings guaranteed by the U.S. government. That was reflected in the skyrocketing prices of government bonds and investments in government-backed banks, which also lowered yields.
But with the Fed’s recent decision to cut its target interest rate to a range of 0% to 0.25%, the dollar has suffered a significant decline. Suddenly, foreign investors who were scooping up dollars have cut back on their flight to safety, knocking the dollar index down 10% in the last month. The index reflects the dollar’s value against the Euro, Japanese Yen, British Pound, Canadian Dollar, Swedish Krona, and Swiss Franc.

Spreads should always be considered in conjunction with depth of book. Oddly enough, when it comes to economies of scale, forex doesn't even act like most other markets. On the inter-bank market, for example; the larger the ticket size, the larger the spread is. So when you see a 1-pip spread on an ECN platform, you have to wonder if that spread valid for a $2M, $5M or $10M trade, which it probably isn’t. In many cases, the tight spread that is offered applies only to a capped trade sizes that are very inadequate for most of the common trading strategies.

Spread policies change a great deal from broker to broker, and the policies are often difficult to see through. This certainly makes comparing brokers much more difficult. Some brokers actually offer fixed spreads that are guaranteed to remain the same regardless of market liquidity. Discretionary Trading vs. System Trading

There are two main types of traders in the financial markets…discretionary traders and system traders. A discretionary trader will apply any approach that they see fit for the current market conditions while a system trader will use a defined set of rules to identify trading opportunities. I think new traders should learn as much as possible about fundamental and technical analysis, but should be thinking about developing a set of rules to determine when to trade.

The advantage of system trading over discretionary trading is that emotions do not have the same influence over the decisions that systems traders make, since the rules for entry and exit are clear. Discretionary traders will react to the current market conditions, but may rarely react the same for two trades in a row, increasing the chance of poor decisions by the less experienced traders. Also, the systems trader can go back to see if the rules they intend to use in their trading decisions are good enough to result in profitable trading over a series of trades. If it does, then the systems trader just has to make sure that they take the trades that their system identifies and make sure that they execute according to the rules. This can lead to consistent results and make it easier to take trades even after a few losses in a row. After all, you have historical results to back up your trading decisions. I think that the rules should cover at least a few key points to include these:

1. Determine whether you are looking for a buy or a sell.
2. Find your entry.
3. Identify your initial risk.
4. Find your exit.

In the FX Power Courses, we recommend trading in the direction of the trend on the daily chart and to use a risk:reward ratio of at least 1:2 on your trades. If you are risking 50 pips on a trade, then look for at least 100 pips in profit. This way, you only have to win about 40% of your trades to be profitable. But I think that if a trader uses the daily chart to identify the trend and then moves down to the 4-hour or hourly chart to find their entry and exit, a 50% win ratio of attainable. If you win more when you are right than you lose when you are wrong, this can lead to consistently profitable results. Ranging Price Action

Now this is where the chart can become interesting. By using the price action counting of the swing highs and lows we can know at a very early stage IFprice is going to start to develop range bound activity.

• Price is not making new highs OR new lows
I don't mean all time highs/lows or new day/week/month highs/lows... just simply a new chart swing high or low. Price will start to stall and not make a new swing high/low and typically will stay contained within the last swing high and low that was made on the chart. Isn't that a simple definition?
Range rule definitions
• Price doesn't make a new high or low on the move
• If price stays contained within the last swing high and swing low to be made, price will remain range bound until it makes news move highs or lows.
• Price confirms the range when a lower high and a higher low is made within the previous swing high and low.

In the chart below you can see that from the left side of the chart price is making LH's & LL's all the way to the first blue arrow which in real time would be the latest lowest low. Price then moves higher to make a HH. These two swing levels have been highlighted.
At the point of the chart, in real time, price needs to either start moving higher past the last swing high (red Arrow) making a new high OR move lower past the last swing low (blue arrow) making a new low. Until either of those things happens price will most likely remain range bound. In this example that is what happened.

Forex Money Management and Trailing Stops

After having identified your trade entry price and your initial risk which if the difference between your entry and initial protective stop, many traders will also enter a limit order to take profits.
In the FX Power Courses, we normally recommend using a 1:2 risk:reward ratio to determine that exit level. If you are risking 50 pips on the trade, you should look for a minimum of 100 pips in potential profit. This way, if you are able to maintain close to a 50% win ratio on your trades, you can be consistently profitable. However, having the patience and discipline to wait for the market to reach that price level to take profits is much harder than it sounds.

If the market moves up towards the profit target and then reverses and moves back towards the entry price, many new traders will exit taking a small profit. While this sounds like a good move, in the long run this usually results in a good win percentage but no profits. The reason is that the trader will end up with bigger losing trades than winning trades.
How do we work around this?
The answer is normally to set your initial protective stop and limit order to take profits and then just the trades play out on their own. To keep you from losing on a trade that showed a decent profit at one point, the use of an automatic trailing stop can be of great value. I recommend using a trailing stop the same size as your risk. Otherwise, if you are risking 50 pips and looking for a 100 pip gain, use a 50 pip automatic trailing stop.

This way your protective stop will move to the breakeven level when/if the market moves halfway to your target. Now one of two things can happen, you can break even or take the full profit. That is a good position to be in and a great way to play the FX markets 24 hours a day.

Forex Money Management and The Use of Leverage

Last week we talked about the use of a 1:2 risk to reward ratio on our trades and the use of a trailing stop to manage those trades in an attempt to be consistently profitable. But we also have to keep track of our account balance so we have funds to be in a position to take the solid trading opportunities we find.

Too many new traders will open a trade using too much leverage in an attempt to get a big win. More often than not, these trades end up as losing more money than was necessary. I recommend only risking about 5% of your account balance at any one time. If you have a mini account with a balance of $2000, then you should risk no more than $100 on a trade. This way your losses will not keep you from having the funds to take the next trade.

This does not mean to open 10 trades at once and risk $100 on each one, but to risk no more than 5% at any one time. Buying the GBP/USD and the EUR/USD at the same time is not really that different. You are looking for USD weakness in both trades which means that you are more than likely to profit on both or to lose on both. A better approach would be to open one trade risking 5% of your account balance and not open another trade until the trailing stop on the first trade is moved up to breakeven.

Then your risk on the first trade is theoretically at zero and you can now risk that 5% on a new trading opportunity. If the market is trending strongly and offering many trading opportunities, you can take advantage of the situation by having multiple positions open at the same time while still risking no more than 5% of your equity.

So when you think of money management, think about how much you are risking on the trade and how much of your account balance you are risking. They are both key elements to successful trading and should be an important part of your trading approach.

Brazil to Sell Bonds to Finance Sovereign Fund

Brazil plans to sell treasury bonds to finance sovereign fund after Senate nixes funding

Brazil will sell treasury bonds to finance its new sovereign wealth fund, circumventing a legislative hurdle that had limited its cash supply, a treasury official said Friday.
The bond issue will allow Brazil's government to deposit 14.2 billion reals ($5.9 billion), or 0.5 percent of gross domestic product, into the fund by January, Deputy Treasury Secretary Cleber Oliveira said, giving no other details on the sale.
Brazil's Senate had approved the fund's creation, but refused to tap 14.2 billion reals from the nation's 2009 budget to finance it.

The sovereign wealth fund is intended to protect Brazil from future financial crises and help Brazilian companies boost trade and expand abroad. Finance Minister Guido Mantega, who proposed its creation in May, suggested that it be financed by public income in excess of the state's target primary budget surplus of 3.8 percent of gross domestic product.
Legislators debated the plan intensely, with some arguing it was unwise to store, rather than spend, so much public cash amid a global financial crisis.
But a provisional measure authorizing the bond sale was part of a law establishing the fund that President Luiz Inacio Lula da Silva signed on Wednesday.

Federal Judges Call For Higher Pay

Federal judges say their pay falling farther behind peers in legal profession

Earlier this year, Martin Jenkins took what looked like a step down the career ladder. Jenkins traded his lifetime appointment as a federal trial judge for a seat on a California state appeals court.
In his new job, Jenkins must periodically face the voters, but he reaped one immediate benefit -- a 20 percent jump in his annual salary.
Jenkins' case highlights what Chief Justice John Roberts and many other federal judges have identified as an emerging crisis -- the failure to pay judges enough to keep them on the job and lure talented lawyers from private practice to the federal bench.

Not everyone sees it the way Roberts does. Committees in the House and Senate this year voted nearly 30 percent salary hikes for federal judges, but neither house of Congress acted on the measure.
Judges last received a substantial pay raise in 1991, although they have been given increases designed to keep pace with inflation in most years since then.
For 2009, though, judges are alone among federal workers -- members of Congress included -- in not getting a cost-of-living adjustment. Lawmakers get their COLA (cost-of-living allowance) automatically -- $4,700 for 2009 -- but they refused to authorize the same 2.8 percent bump for judges.

"Federal judges are currently under-compensated because Congress has repeatedly failed to adjust judicial salaries in response to inflation," said James C. Duff, director of the Administrative Office of the U.S Courts. "By its failure to do so once again, Congress only exacerbates a long-standing problem it must someday address."
Duff acknowledged that the current economic turmoil makes the judges' case harder. After all, federal trial judges are paid $169,300 a year, have lifetime job security and can retire at full salary at age 65 if they have 15 years in the job. Appellate judges make more, ranging up to Roberts' salary of $217,400.
But those salaries, large as they are, are much smaller than what judges' peers make in private practice. Attorney General-designate Eric Holder said his partnership at the law firm of Covington & Burling earned him $2.1 million this year. Attorney General Michael Mukasey, who retired as a federal judge in 2006 after 18 years, made nearly $2 million in 21 months at a New York law firm.

Timothy Lewis resigned from the 3rd U.S. Circuit Court of Appeals in Philadelphia in 1999 at the age of 44, after eight years as a federal judge. Money was a consideration.
"It's almost embarrassing to say you can't survive on $170,000 or $180,000, whatever it was that I was being paid," said Lewis, now in private practice in Washington. "That's not true, of course. But it just did not seem conducive to the lifestyle I was trying to provide for my children in private schools and college tuitions, which I'm paying now." Appellate judges made $145,000 in 1999.
Yet even with the wide gap in pay between judgeships and private practice, only a handful of judges are leaving before they are eligible for retirement. In the past two years, seven judges younger than 65 quit. Of those, Mark Filip was appointed deputy attorney general of the United States. Another judge, Edward Nottingham, resigned amid an ethics controversy.

Jenkins, who did not return calls for this article, was confirmed as a California Court of Appeal judge in the San Francisco division in April, 10 years after President Bill Clinton appointed him to the federal bench.
Jenkins, 54, packed up his office in the federal courthouse and moved across the street to a state court building. The trip was worth $35,000 a year at current levels. Another Clinton appointee in California, Nora Manella, made a similar move in 2006.
David Levi also was a federal trial judge in California who gave up his seat and the prospect of judges' retirement pay in 2007. Levi became dean at Duke University's law school in Durham, N.C.
He was 55 when he left, with 16 years experience as a judge, but still 10 years shy of eligibility for retirement.

Levi said he left because of the opportunity to be dean, but thought hard about giving up his pension rights. "It was significant to me that I'd be paid more as dean of the law school," he said. "That made up some of the difference."
More important than retaining experienced judges is the growing possibility that lawyers will pass up the chance to be federal judges until their children are grown.
"I think we will see people who are prepared to be considered in their late 50s and early 60s, but who will decline to be considered earlier than that because it's too expensive," Levi said.

University of Chicago law professor Eric Posner questions the case for raising judges' pay.

Posner said if judges were underpaid, there should be trouble recruiting them in the first place and then retaining them.
"Existing judges could make more money if they retire, maybe three to four times their salary, and yet they don't retire in great numbers," Posner said. He recently wrote a paper with fellow law professors Stephen Choi of New York University and G. Mitu Gulati of Duke, raising doubts about giving judges more money.
Judges have better job security than almost anyone and good retirement pay, Posner said. "For many people, it's more rewarding and less stressful to be a judge," Posner said. His father, Richard Posner, is a judge on the 7th U.S. Circuit Court of Appeals in Chicago, and also skeptical of the need to increase pay.

China to Let Yuan be Used in Some Export Deals

China seeks to boost exports by allowing yuan to be used in some foreign trade transactions

China will launch a pilot project allowing its currency to be used in some international trade transactions, the government announced, a move aimed at shoring up the country's battered exporters.
The program would permit use of the yuan in trade between the self-governed Chinese territories of Hong Kong and Macau and the heart of the mainland export industry, Guangdong province and the Yangtze River delta, the central government Web site said in a statement late Wednesday.
The statement also said transactions would be allowed between the southwestern Chinese regions of Yunnan and Guangxi and the 10-member Association of Southeast Asian Nations.

Other details were not announced, and it was not known when the program would begin, how long it would last or what mechanisms would be put in place to allow the money flow back and forth.
The program was one of several economic stimulus measures announced by Premier Wen Jiabao, including an increase in the number of stores in rural areas and a rise in export tax rebates for high-tech products.

The currency pilot project aims to "improve financial services for exports" and "help small and medium-sized companies," the government statement said.
The Chinese yuan is currently not internationally traded and mainland companies seeking to do export business mostly work with dollars and euros. The pilot program would simplify the process at a time when Chinese exporters have been hammered by a drop in foreign demand, leading to thousands of factory closures and layoffs.

The malaise is also spreading inland as domestic demand for steel, autos and other goods weakens. Communist leaders have warned that more job losses might fuel unrest and are pressing employers to minimize cutbacks.
In the longer term, the program could be a small first step toward allowing the yuan to be traded internationally, with increased demand for Chinese currency helping to boost its value.
The U.S. has long argued that the yuan is undervalued, giving China's exporters an unfair price advantage and adding to its trade surplus.

Euro Flat Against Dollar at $1.3961

Euro gains only marginally on dollar to $1.3961 after grim news from Toyota, Walgreen Co.

The euro held mostly flat against the dollar Tuesday in light holiday trading a day after grim announcements by Toyota Motor Corp. and Walgreen Co. helped it regain ground lost late last week.
The 15-nation euro bought $1.3961, up just marginally from $1.3958 late Monday in New York.

Drug store operator Walgreen said Monday profit fell 10 percent in its fiscal first quarter, due mostly to the costs of opening more than 200 new stores. Toyota, meanwhile, said it will report its first operating loss in 70 years.
The British pound dropped slightly to $1.4858 from $1.4865 late Monday while the dollar rose to 90.21 Japanese yen from 90.07 on Monday.

The US dollar has managed to hold on to last week’s gains, thus far, as lower trading volumes ahead of Thursday’s market closures has seen little in the way of volatility. Indeed, the most exciting price action was during the European trading session, but the US session proved to be subdued. Though we anticipate that this will remain the case throughout the week, there will be a few notable releases on Tuesday.

First, the final round of US GDP readings for the third quarter is not expected to show any revisions upon release at 8:30 ET. Indeed, annualized GDP is forecasted to go unchanged at -0.5 percent, while personal consumption is expected to hold at -3.7 percent. It will likely take a surprisingly low result to illicit any sort of reaction from the markets, as traders are already well aware that economic conditions in the US remain dismal. The Commerce Department's measure of new home sales is expected to fall 4.2% to 415K, the lowest since early 1991, while the National Association of Realtors index of existing home sales is forecasting to fall by 1.0% to 4.93M, holding near the lowest level since record keeping began in 1999. Overall, conditions in the housing sector remain weak, and given recessionary factors such as rising unemployment and contracting consumption, home sales are likely to continue falling in coming months.

Bush Throws Lifeline to U.S. Automakers

President George W. Bush bailed out U.S. automakers on Friday with $17.4 billion in emergency loans as he sought to stave off a collapse that would have cost hundreds of thousands of jobs.
Bush, seeking to bolster his legacy and bucking some fellow Republicans who would prefer the car industry to deal with its problems without government aid, said it would be irresponsible in a time of economic crisis to let carmakers die.
The government will offer up to $17.4 billion in loans to the U.S. automakers, reeling from a slump in consumer demand, and expects General Motors and Chrysler LLC to access the money immediately. The White House said the loan agreements had been signed.

Ford Motor Co, the other firm in Detroit's storied Big Three, said its liquidity was adequate for now and it did not need a loan at this point.
"If we were to allow the free market to take its course now, it would almost certainly lead to disorderly bankruptcy and liquidation for the automakers," Bush said, warning that to do nothing would deepen and prolong the U.S. recession.
U.S. stocks rose on the news of the lifeline to the sector, with GM shares jumping 10.9 percent.
The White House moved on its own after Republicans in the Democratic-controlled U.S. Congress blocked a deal last week. That plan followed weeks of negotiations that included desperate pleas on Capitol Hill from the auto chiefs.
Some $13.4 billion of the total package will be made available in December and January from a $700 billion Wall Street bailout fund originally designed to rescue struggling financial institutions.

Bush attached a string of conditions to the three-year loans and set a deadline of March 31 for the companies to prove they can restructure enough to ensure their survival or have the loans called back.
But the White House opted against a "car czar" proposal that was a cornerstone of the failed bailout efforts in Congress, and handed oversight responsibility to Treasury Secretary Henry Paulson instead.
"We don't think that's something that we should impose ... just for 31 days when the next administration may or may not have a different view about how they want to handle it," deputy White House chief of staff Joel Kaplan said.
Democratic President-elect Barack Obama, who takes over from Bush on January 20 and will inherit the handling of the deal, welcomed the loan move as a necessary step. But he said he wanted to make sure workers did not bear the brunt of the restructuring.

"My top priority in this administration is to create 2.5 million new jobs and I want some of those jobs to be in the auto industry," Obama said at a news conference.
Obama has been calling for short-term loans to the sector based on steps toward long-term viability.

LABOR TERMS

Other Democrats and the main auto labor union assailed the deal as unfair, saying workers were going to have to concede too much.
One provision in the loan terms on worker pay brought protests from the United Auto Workers union, and then a change in wording by the U.S. Treasury. The Treasury altered the wording of the terms for automakers to seek reductions in wages and benefits to levels "competitive with" Japanese rivals.
Under wording released earlier in the day, the Treasury said it would require reductions to levels "equal to" average compensation paid per hour and employee by Toyota Motor Corp, Nissan Motor Co and Honda Motor Corp in the United States.
The change was described as a correction of a grammatical error by a Treasury spokeswoman.

GM CEO Rick Wagoner said the company would now focus on fully implementing its restructuring plan and was confident of meeting the government's requirements.
Chrysler, widely seen as the weakest of the Big Three, said concessions would happen quickly and it would continue to undertake "significant cost reductions."
Private equity firm Cerberus said in a statement it would use the first $2 billion of proceeds from Chrysler's auto financing arm, Chrysler Financial, to backstop the government loan allocated to its struggling Chrysler car unit.
Ford, while not seeking an immediate loan under the program, has said it would like a line of credit from the government only to be used if its finances worsen significantly in 2009.

Analysts noted the automakers' woes were far from over.
"It's a lifeline, but it doesn't get them completely out of the woods. It takes them (GM and Chrysler) forward until March. Basically the next administration has to deal with it." said Erich Merkle, an analyst with Crowe Horwath in Michigan.

DIRE PICTURE

Some Republicans opposed to bailing out Detroit were dismayed at the loan package.
"I find it unacceptable that we would leave the American taxpayer with a tab of tens of billions of dollars while failing to receive any serious concessions from the industry," said Arizona Republican Sen. John McCain, who lost the presidential election to Obama on November 4.
The White House presented a dire picture if it did not act, saying that if the auto industry were to collapse, it could reduce U.S. economic growth by more than 1 percent, put about 1.1 million workers out of jobs and cost some $13 billion in new unemployment claims.

Underscoring the damage already done, auto parts maker Federal Mogul Corp said on Friday it was cutting 4,600 jobs.
The loan conditions included limits on executive compensation. Auto companies must pay back all their loans to the government and show their firms can earn a profit and achieve a positive net worth. The automakers would also have to provide warrants for nonvoting stock.

WALL ST BAILOUT FUNDS

Both GM and Chrysler have said a bankruptcy filing is not an option they would chose because of the risk it would drive more consumers away from their brands. Both have idled plants and laid off thousands of workers across North America.
A bankruptcy filing by one company could topple suppliers and endanger the remaining two companies because of the overlap in their key parts suppliers.
The Treasury said the move to help the automakers had effectively exhausted the initial $350 billion of the Wall Street bailout funds approved by Congress and that it now needed to access the rest of the $700 billion.
The remaining $4 billion in autos aid is contingent on the administration seeking the second half of the Troubled Asset Relief Program, an administration official said.

The loans would have an interest rate of at least 5 percent but could rise to 10 percent if the carmakers default, officials said.
In a ripple from the U.S. auto slump, Mexican conglomerate Alfa said on Friday it was temporarily halting production at its nine auto parts plants in Mexico that supply U.S. carmakers.
No automakers have been spared in the global sales slump.
Japan's Toyota Motor Corp could report its first annual parent-only operating loss in 71 years in the year to end-March, and may issue a profit warning at a scheduled year-end news conference on Monday, Japanese media reported.

Toyota, which declined to comment on the reports, last saw an operating loss in its first year of operation in 1937/38.
Japan's carmakers are also feeling the pinch from a strong yen.
Canadian Prime Minister Stephen Harper was set to announce an aid package for his country's auto industry on Saturday. That aid could amount to several billion dollars.

The EURUSD broke above trendline resistance drawn off of the July and September highs. The pair is closing in on former resistance from October at 1.3789 and former support from the September 11 low is at 1.3877.

I wrote yesterday that “staying above 1.3247 keeps the short term trend up but beware that a top of at least a few days likely forms in the 1.3631-1.3877 zone.” A corrective decline could be sharp, given the thin market conditions that are present at year-end. A move back to at least 1.3250-1.34 is probable once a correction begins.

USPS: Christmas Mail Volume Falls on Traditionally Busy Day

The last Monday a week before Christmas has traditionally been the busiest day of the year for the U.S. Postal Service and people mailing holiday packages, but officials say the pace is down this year because of the economy.

"Yes, we have seen somewhat of a downturn but it's still a little bit early in our season to predict just how much it will impact us," said Yverne Pat Moore, postmaster for Washington, D.C.

She spoke at what normally is the busiest post office in her region, but only a handful of people were in line at the front counter Monday morning. In the back of the facility, handlers had comparatively smaller piles of parcels stacked up awaiting long-haul delivery trucks.

"Obviously we, like the rest of the economy, are seeing a little bit less in terms of the packages," Moore said. Nationwide, "we're forecasting maybe 19 billion pieces" for the period, she said, about a billion pieces fewer than normal.

She said volume has also been hurt by Internet shopping and online outlets that ship directly, often using competitors to the Postal Service to deliver merchandise.

Moore suggested DHL's withdrawal from the domestic U.S. market in recent months has brought some business back to the Postal Service.

And Moore disputed the notion electronic holiday cards would soon replace the annual mailing of season's greetings. She told CNN "more and more customers are finding that the personalization of sending that card to a residence has really found its mainstay in America. And so people are sending the cards."

Regional Banks in Georgia, Texas fail

State regulators closed local banks in Georgia and Texas Friday, bringing the total number of failed banks this year to 25.

The Federal Deposit Insurance Corp. said that the sole branch of Sanderson, Texas-based Sanderson State Bank will reopen Monday as a branch of The Pecos County State Bank.

Sanderson State Bank had total assets of $37 million and total deposits of $27.9 million.

The FDIC estimates that the cost to the Deposit Insurance Fund will be $12.5 million.

Meanwhile, Haven Trust Bank, which operates four branches in Georgia, will reopen as Branch Banking & Trust on Monday. It was the fifth bank in Georgia to fail this year.

Haven Trust had total assets of $572 million and total deposits of $515 million. Branch Banking & Trust, which is based in Winston-Salem, N.C., agreed to assume all of the deposits for $112,000.

Haven Trust's failure will cost the Deposit Insurance Fund an estimated $200 million, the FDIC said.

"Haven Trust Bank clients will benefit from the stability of a bank that is driven by values, [which] guide every decision we make and ensure everything we do is in the best interest of our clients," said BB&T in a statement on its Web site.

Bank failures have increased dramatically this year as a global financial crisis has unfolded. The 25 banks closed this year compares with only three bank failures last year, and none in 2006 and 2005.

In fact, the number has not been this high since 1993, when 42 banks failed, according to the FDIC.

While the majority of the failures have been at small, regional banks that were exposed to the downturn in the housing market, the financial crisis has also brought down a number of very large banks.

In September, Seattle-based thrift Washington Mutual became the largest bank failure in U.S. history. That followed the demise of IndyMac Bank, a Pasadena, Calf.-based bank that had $32 billion in assets when it was closed in July.

The spike in failures comes amid rising loan delinquencies and defaults as consumers and businesses struggle with the weak economy.

At the same time, credit has been extremely tight as banks hunker down in anticipation of more writedowns related to illiquid mortgage-backed securities.

Meanwhile, the federal government has pumped billions of dollars into the financial system in an effort to free up lending and revive the ailing economy. But banks remain reluctant to lend as the economic outlook grows darker.

Europe After the Treaty

This chapter must be one of pessimism. The treaty includes no
provisions for the economic rehabilitation of Europe -- nothing
to make the defeated Central empires into good neighbours,
nothing to stabilise the new states of Europe, nothing to reclaim
Russia; nor does it promote in any way a compact of economic
solidarity amongst the Allies themselves; no arrangement was
reached at Paris for restoring the disordered finances of France
and Italy, or to adjust the systems of the Old World and the New.

The Council of Four paid no attention to these issues, being
preoccupied with others -- Clemenceau to crush the economic life
of his enemy, Lloyd George to do a deal and bring home something
which would pass muster for a week, the President to do nothing
that was not just and right. It is an extraordinary fact that the
fundamental economic problem of a Europe starving and
disintegrating before their eyes, was the one question in which
it was impossible to arouse the interest of the Four. Reparation
was their main excursion into the economic field, and they
settled it as a problem of theology, of politics, of electoral
chicane, from every point of view except that of the economic
future of the states whose destiny they were handling.

I leave, from this point onwards, Paris, the conference, and
the treaty, briefly to consider the present situation of Europe,
as the war and the peace have made it; and it will no longer be
part of my purpose to distinguish between the inevitable fruits
of the war and the avoidable misfortunes of the peace.
The essential facts of the situation, as I see them, are
expressed simply. Europe consists of the densest aggregation of
population in the history of the world. This population is
accustomed to a relatively high standard of life, in which, even
now, some sections of it anticipate improvement rather than
deterioration. In relation to other continents Europe is not
self-sufficient; in particular it cannot feed itself. Internally
the population is not evenly distributed, but much of it is
crowded into a relatively small number of dense industrial
centres. This population secured for itself a livelihood before
the war, without much margin of surplus, by means of a delicate
and immensely complicated organisation, of which the foundations
were supported by coal, iron, transport, and an unbroken supply
of imported food and raw materials from other continents. By the
destruction of this organisation and the interruption of the
stream of supplies, a part of this population is deprived of its
means of livelihood. Emigration is not open to the redundant
surplus. For it would take years to transport them overseas,
even, which is not the case, if countries could be found which
were ready to receive them. The danger confronting us, therefore,
is the rapid depression of the standard of life of the European
populations to a point which will mean actual starvation for some
(a point already reached in Russia and approximately reached in
Austria). Men will not always die quietly. For starvation, which
brings to some lethargy and a helpless despair, drives other
temperaments to the nervous instability of hysteria and to a mad
despair. And these in their distress may overturn the remnants of
organisation, and submerge civilisation itself in their attempts
to satisfy desperately the overwhelming needs of the individual.

This is the danger against which all our resources and courage
and idealism must now co-operate.
On 13 May 1919 Count Brockdorff-Rantzau addressed to the
peace conference of the Allied and Associated Powers the Report
of the German economic commission charged with the study of the
effect of the conditions of peace on the situation of the German
population. 'In the course of the last two generations,' they
reported, 'Germany has become transformed from an agricultural
state to an industrial state. So long as she was an agricultural
state, Germany could feed 40 million inhabitants. As an
industrial state she could ensure the means of subsistence for a
population of 67 millions; and in 1913 the importation of
foodstuffs amounted, in round figures, to 12 million tons. Before
the war a total of 15 million persons in Germany provided for
their existence by foreign trade, navigation, and the use,
directly or indirectly, of foreign raw material.' After
rehearsing the main relevant provisions of the peace treaty the
report continues: 'After this diminution of her products, after
the economic depression resulting from the loss of her colonies,
her merchant fleet and her foreign investments, Germany will not
be in a position to import from abroad an adequate quantity of
raw material. An enormous part of German industry will,
therefore, be condemned inevitably to destruction.

importing foodstuffs will increase considerably at the same time
that the possibility of satisfying this demand is as greatly
diminished. In a very short time, therefore, Germany will not be
in a position to give bread and work to her numerous millions of
inhabitants, who are prevented from earning their livelihood by
navigation and trade. These persons should emigrate, but this is
a material impossibility, all the more because many countries and
the most important ones will oppose any German immigration. To
put the peace conditions into execution would logically involve,
therefore, the loss of several millions of persons in Germany.
This catastrophe would not be long in coming about, seeing that
the health of the population has been broken down during the war
by the blockade, and during the armistice by the aggravation of
the blockade of famine. No help, however great, or over however
long a period it were continued, could prevent these deaths en
masse.' 'We do not know, and indeed we doubt,' the Report
concludes, 'whether the delegates of the Allied and Associated
Powers realise the inevitable consequences which will take place
if Germany, an industrial state, very thickly populated, closely
bound up with the economic system of the world, and under the
necessity of importing enormous quantities of raw material and
foodstuffs, suddenly finds herself pushed back to the phase of
her development which corresponds to her economic condition and
the numbers of her population as they were half a century ago.
Those who sign this treaty will sign the death sentence of many
millions of German men, women and children.'
I know of no adequate answer to these words. The indictment
is at least as true of the Austrian, as of the German,
settlement. This is the fundamental problem in front of us,
before which questions of territorial adjustment and the balance
of European power are insignificant. Some of the catastrophes of
past history, which have thrown back human progress for
centuries, have been due to the reactions following on the sudden
termination, whether in the course of Nature or by the act of
man, of temporarily favourable conditions which have permitted
the growth of population beyond what could be provided for when
the favourable conditions were at an end.
The significant features of the immediate situation can be
grouped under three heads: first, the absolute falling off, for
the time being, in Europe's internal productivity; second, the
breakdown of transport and exchange by means of which its
products could be conveyed where they were most wanted; and
third, the inability of Europe to purchase its usual supplies
from overseas.

The decrease of productivity cannot be easily estimated, and
may be the subject of exaggeration. But the prima facie evidence
of it is overwhelming, and this factor has been the main burden
of Mr Hoover's well-considered warnings. A variety of causes have
produced it: violent and prolonged internal disorder as in Russia
and Hungary; the creation of new governments and their
inexperience in the readjustment of economic relations, as in
Poland and Czechoslovakia; the loss throughout the continent of
efficient labour, through the casualties of war or the
continuance of mobilisation; the falling off in efficiency
through continued underfeeding in the Central empires; the
exhaustion of the soil from lack of the usual applications of
artificial manures throughout the course of the war; the
unsettlement of the minds of the labouring classes on the
fundamental economic issues of their lives. But above all (to
quote Mr Hoover), 'there is a great relaxation of effort as the
reflex of physical exhaustion of large sections of the population
from privation and the mental and physical strain of the war'.
Many persons are for one reason or another out of employment
altogether. According to Mr Hoover, a summary of the unemployment
bureaux in Europe in July 1919 showed that 15 million families
were receiving unemployment allowances in one form or another,
and were being paid in the main by a constant inflation of
currency. In Germany there is the added deterrent to labour and
to capital (in so far as the reparation terms are taken
literally), that anything which they may produce beyond the
barest level of subsistence will for years to come be taken away
from them.
Such definite data as we possess do not add much, perhaps, to
the general picture of decay. But I will remind the reader of one
or two of them. The coal production of Europe as a whole is
estimated to have fallen off by 30 per cent; and upon coal the
greater part of the industries of Europe and the whole of her
transport system depend. Whereas before the war Germany produced
85 per cent of the total food consumed by her inhabitants, the
productivity of the soil is now diminished by 40 per cent and the
effective quality of the livestock by 55 per cent.(1*) Of the
European countries which formerly possessed a large exportable
surplus, Russia, as much by reason of deficient transport as of
diminished output, may herself starve. Hungary, apart from her
other troubles, has been pillaged by the Roumanians immediately
after harvest. Austria will have consumed the whole of her own
harvest for 1919 before the end of the calendar year
